[BNM] Simple app for resizing images (cheap or free)?

Do they need something that can run from a command line, so it can be
embedded into their process?

Can cobble something together (either Windows GUI or command line over .NET)
in a few minutes as a freebie so do holler if what's out there won't fit the
bill.
