[BNM] a question of spam

Hi BNM 'ers

I have been told by a guy at some debt collection agency that sent me an 
unsolicited email, that the current legislation IE: The UK Privacy and 
Electronic Communications Regulations 2003, does NOT ban the sending of 
Unsolicited Bulk Email to 'business' email addresses.

In other words, he is entitled to send me the unsolicited email with 4 
the pdf attachments and a request return receipt

Is this true ?
