[BNM] Sick of be broadband

I have been having the same problems with Tiscali, after almost a month of being on the phone, they finally admitted to me that there is severe congestion on the hove exchange (I have verified this elsewhere). 

So I guess is affecting all isp's (except BT it would seem, who give their packets higher priority).

The congestion will not be resolved until the upgrade to 21CN is carried out in June. That is my understanding.

Im getting this too in the BN3 area.  Im connected at 22mb down and 2.5mb up
and speedtests show good results however using the net is still really slow.
Technical support are no help, they dont understand the problem and just
keep telling me to do the usual restart router etc.

Anybody know when this might be fixed?
