Can't help with your Mac Mini PSU but your DVI-DVI sounds like a DVI-D
to DVI-I

One has a wider large-pin and has four extra pins which is an embedded
composite on the connector.

DVI-I plugs don't fit into DVI-D sockets because of the extra pins and
wider large-pin therefore you'd have need for an adaptor.

Just a guess.
