[BNM] Advertising with embedded links?

Hi there..
We are in the process of selling some banner/skyscraper ads on our site. We
are speaking to a potential advertiser who wants to embed a
semi-interactive HTML 'widget' in one of these spots. This is fine, normally
we would take their HTML, CSS and javascript to create a mini stand-alone
html document and embed it in an iframe.
However, this advertiser has made it clear that they will only pay if their
code is embedded directly in the page, not in an iframe.
So this is obviously a SEO play, they value the link juice more than the
traffic. Its a bit of a grey area, but I consider this to be against
google's webmaster TOS and I think this could get us blocked (if we get
reported or their automated system picks it up).
Whats the risk level here? We dont want to turn good money away, but also we
dont want to risk our google traffic!
