It's not that great a deal, to be honest - at the moment, I think 3
are offering a 3GB cap for a tenner or so, with a free/cheap 3G USB
modem.

Mmmm, well... to be honest if they allowed you to have unlimited data
tethered, they would quickly end up making a loss on each customer -
you would use a lot more data using a laptop than if you're browsing
on a phone. They're not selling you unlimited data for any device you
can attach to the phone - they're selling you unlimited data *on your
phone*.
To put it another way: I don't think that anyone in the UK offers
unlimited data via 3G modem for any amount of money. T-Mobile are
charging £30 per month for 5GB - and that's if you sign up a 24 month
contract!
