Without wanting to put anyone out of a job shot I would say they ought to be
thinking about buying some software rather than developing a bespoke
invoicing system. Having done the latter for a membership-come-subscription
system years ago it is literally reinventing the wheel, but probably a lumpy
stone wheel at that.
A quick google throws up http://www.sliqtools.co.uk/ for example at £25....

hello all
I've been asked to help find someone to help the Wood Recycling project -
you may know them form their excellent store down at the old Fruit and Veg
market near the Pavilion.
They want to develop their in-house invoicing system and are looking for a
volunteer to help them work out what they need and how to get it. I think
they also want someone to build the system for them as well, but right now
they need someone with some experience to help work out the best way to go
forward.
I've pasted the info about them below and would be grateful if someone could
get in touch to offer them some help.

Organisation aim / vision / mission
“Reducing Waste, Saving Resources, Creating Jobs”
To reduce wood waste ending up in landfill, whilst creating employment and
training opportunities for marginalised people. Also helping social
entrepreneurs to set up in business using a tried and tested wood recycling
business model.
*Project Summary *
Development of a database driven invoicing system for a national wood waste
collections service; to connect multiple building companies with multiple
building sites as customers to multiple NCWRP members as collections agents.

Details of the project
We want a database driven invoicing system for our National Builders
collection scheme. This will replace our current paper based system which is
struggling to keep up with consistent increases in work.
We have deals in place with a number of national building firms to collect
wast wood from any of their building sites at a fixed fee.
When a collection job comes in we refer the collection out to our nearest
member organisation. They then collect the wood from the building site.
At the end of every month our members send us a record of all the
collections they have carried out with data relating to tonnes collected and
what happened to the wood (e.g. recycled, reused, or landfilled).
We then generate an invoice for the national building firm, and once they
have paid we take a small percentage and pay our members for the collections
work.
Periodically we send the individual sites a certificate of recycling,
collating all the data that has been sent in by our members.
Indicate the professional expertise that is required
We need a database professional, we would like to link this in to our
website so that our members can fill in an online form from their own page
on our website.
What is the short-term objective for implementing this project?
Short term objective is to go from a paper based invoicing system to a
database driven one. Medium term objective would be to put this system up on
our website.
What is the long-term objective for implementing this project?
Long term objective is for us to be able to have a system that enables us to
grow our collections service. We hope to expand from 22 member organisations
(collection agents) to 70; we hope each member may carry out up to 3 daily
collections.
We also hope to establish a process whereby members report back many kinds
of data to us through the website, and use the website as a source of
templates and forms for running their businesses.
