Toad for mysql is free but I think you'd want to be looking at toad data modeller (oracle,mysql, mssql) which isn't free.

Not sure how much ERD stuff there is in the free toad for mysql.
As you're looking at creating your own tool the data modeller might be useful for an idea of feature requirements.
