Hello. I always search on phpclasses.org for this type of thing. And a quick
search returns a CSS parser written in php which might help. I find the
authors on phpclasses are usually very approachable if you have any
questions.

p.s. Goes without saying that allowing users (untrusted users from the
internet??) upload their own css is a huge security challenge! Much easier
to just have a selection of themes for the user to choose - anyway, best of
