Have you set the oracle_home path?

Also might be worth using something like Toad (win only and not free) or sqldeveloper (free -java based) on your desktop computer to access the database. You'll still need to install oracle tools on the computer (i.e. sqlplus and set oracle_home).

I've not set-up oracle DBs but do use the developer tools on my PC and connect to one a lot.
