Potentially thousands i.e. all staff and students at Sussex. Anyone can submit a ticket and I think they then get added to the Users table (no password)
Active users is probably a couple of hundred; and generally support staff (IT, library).
The Users table has about 4000 records in it.
Not sure if that answers it for you?
