Social composting is a perfect name for it.
It would be good to do it in association with allotments or something.

I've done a little research about similar enterprises in Brighton and they
are all pay services - the idea being they come and pick up your waste for a
fee and then you can go and collect compost from them when it's done.

But somehow, it's not really doing what I want - I don't have a garden, but
I hate throwing away veg matter. I'd be happy to take compost to a local
collection point and save on fuel - the use of which is kind of
counter-productive. Then people who have gardens or veg patches can come and
take the compost for free.

I know a guy in Newcastle who did a self-run scheme in Newcastle like this
and managed to produce vast amounts of compost for everyone's window boxes
and flower beds. It's great. Perhaps he could advise. I seem to remember
that he got Newcastle Council into the idea and got them to pay for a big
box for it.
