We're very happily using Rimuhosting [http://rimuhosting.com] for our
Rails hosting.  They don't do Rails specifically, but they'll give you
a VPS with a full Rails stack configured, and root access to do what
you like.  They understand Rails, and their support is absolutely
fantastic.

They've got UK data centres, although we use the Dallas one with no problems.
