If using CS3...

If you set Photoshop > Units to pixels and View > Snap = on, then I  
can't seem to replicate your problem. Even if I type Width: 65.5  
Height: 72.5 into the context dependent toolbar (usually at the top)  
with the rectangle tool selected it will round up the value to the  
nearest pixel. If you are still suffering the same problem have a play  
with Refine Edge... in the same toolbar.
