[BNM] HTML in Bengali/Urdu/Yiddish and Turkish...

Utf-8 does include the Bengali character set. Make sure dw and the
browser you're testing in is set to utf-8 and that you set the http header
Content-Type: text/html; charset=utf-8
because the default for HTTP 1.1 is ISO-8859-1 (which doesn't have
Bengali characters)
