Most likely the scart socket or an execrable lead.
Check it on another TV at least you'll eliminate the lead from the
equation. Sometimes you can get signal reflections in the leads causing
ghosting, additionally poor earthing does not help.
If the TV is old you may have dirt in the scart socket or dry solder
joints where the socket meets the board, both of which would give a bad
connection.
