It is if the website has a non-country related domain, so if it's a .com
then Google takes in to account the location of the IP address it's
hosted on. If you have a .co.uk it doesn't make any difference where
it's hosted.
And yes, this includes the straight results from google.co.uk, not just
the ones when you select 'Pages from the UK'.
