[BNM] SEO. anchor title attributes

for usability I use the title (as it populates the tooltip) to expand upon
the link text with a further description of what the link will do, and only
if further explanation will help - I would leave it at that! If SEO
determines that title text is valuable then surely this approach would still
be better than duplication as it offers the ability to offer alternative
descriptions, keywords and verbs....
