Of all the methods of transfering files, FTP is far from the one I would
recommend. Even use scp is preferable to FTP.
As for upgrading the existing server, you're asking for trouble by
changing what is an already working system and one that will provide you
with a fallback in case there is a problem with the new server. Dump and
restore is the only solution I'd recommend, given that it gives you an
opportunity to reclaim space used up by InnoDB database files. If you're
not using InnoDB, then you should, and this is a good chance to do so
and to make any database schema changes.
