Hi

I've taken a buggy up to london and about on the tube loads - it can  
be a pain but it's no worse than most places - just prepare to do a  
bit of bouncing up and down stairs.

Most people are lovely and will help lift it.

Jubilee lines have lifts. No lifts at Victoria -when are you going?  
Monday daytimes are pretty quiet.

Sod em - we commute in and out of London and Brighton with buggies and  
babies all the time - just bring a bag of snacks and you can go  
anywhere! We went up to the museums with a baby and a toddler and it  
was fine,. If you are worried, or just can't be arsed with the buggy,
