[BNM] Named pipes (fifos) on Windows

Are there any windows equivalents of mkfifo for windows? I understand
that Windows named pipes are of the UNC form \\COMPUTER_NAME\pipe\foo
or \\.\pipe\foo if the pipe is local. What I can't figure out, is how
to create one of these in the first place
