[BNM] Response to tender

A formal request for tender should specify exactly what the tender should
include. If the tenders aren't in the same format, the client will not be a
sensible position to judge them against each others.

Generally the point of formal tenders is that all the essentials are
covered, so all that is left is price (give or take) - if this isn't the
case then it is flawed.

If the client hasn't gone to the effort of putting a proper tender process
together then I wouldn't bother tendering, cos they don't understand what it
is about. In this situation, there are two approaches I would consider
- firstly offering to to advise them on putting a proper process in place -
and charging accordingly; alternatively treating it as completely
speculative and expecting to write off the effort that goes in to it, but
pricing it so if it does happen, then it pays for the next dozen speculative
punts too.
