[BNM] town/county/postcode information

Hi all

We are working on a website that needs to allow users to search  
locations around the country by town, county or postcode. Is there an  
sql/csv file with this data already contained? We have already seen  
this guide http://www.easypeasy.com/guides/article.php?article=64  
that provides postcode information, but the problem is how can  
someone enter a smaller town e.g. Shoreham-by-Sea and still receive  
results (as the information only contains larger towns such as  
Brighton and Manchester). Also, the data for counties is not  
contained within that guide.

Is there some kind of 'master-list'? Is this pay-for information? If  
so, does anyone know how much?
