I am not an expert on MS... but...
I wasn't aware that there was an 'oem' version of MS Office... Are you sure
they arent referring to 'MS Works' which does come with quite a few new PCs.
There used to be a 'pro' version of works that included a full version of MS
word (which at the time was the cheapest way of getting it). But now that
there are home/student versions of office, I don't know if this is still
true.
The action pack (not the partner pack) includes a number of office licences,
but is intended for companies that recommend/sell MS products - however if
you qualify, you company can use them for its own business without any real
restriciton. Due to 'abuse' it is now required that action pack subscribers
pass a 'test' every now and then to show that they are actually competent to
recommend/sell MS products.
So I don't think there are any short cuts -- they just need to work out how
many licences they need, and look for the best deal.
The cheapest way may be to put a single version on a PC, and let people
'remote desktop' to it when they need mail merge?
