[BNM] MS Office Licences

Morning all,
A friend of mine has run into a problem. The software they are installing
for a company requires MS Office plug-ins to produce mail merges etc. This
company only has OEM licenses which apparently don’t let you do this?
They have suggested they need a server copy of MS Office which apparently
costs a few thousand pounds and my friend is trying to work out a) if this
is needed and b) if there is a cheaper way.
Does this make sense to anyone?
I know someone mentioned the MS partnerpack a while back but the consensus
was it couldn’t be used for commercial or production environments?
