You can achieve this by using cabwiz.exe to create you cab. You need to
supply an inf file which tells cabwiz about your dll's, reg entries,
application etc. Cabwiz is included in all visual studio products and also
visual tools which I think is freely available.

By far the easiest way is to use VS2005 which now has a nice wizard that
provides a UI to walk you through creating the cab. No manual editing of the
inf file is required.

You should try and download a trial version of VS2005 and see if you can
create the cab yourself. Or maybe try using this free program
