Probably not!

I don't think the HP ipaq 4150 supports host mode on a USB connector so 
you can't even plug one into another. And as far as I am aware there is 
no USB over bluetooth bridge type device to support your combination 
without wires. You should have bought an IR or bluetooth keyboard. Cost 
of these is likely to be not much more than "a fix what you have" solution.
