No, and yes.

Copyright to a GPL project can be owned, bought and sold like with any 
closed-source project, which is how Apple were recently able to acquire 
CUPS*. The copyright-holder of the code can use it under whatever terms 
they please, they've just granted some rights for other people to use it 
under the terms of the GPL.

The sense in which you don't own it is that you no longer exercise 
complete control over what is done with the code, as long as the other 
people using it abide by the GPL.

Of course, if you're taking code from an existing GPL project to use for 
a client's project, the only part of the codebase that they'll own in 
any sense is the customisations/add-ons you create for them.

*Though this was made much easier by the fact that the creator of the 
project ensured that any 3rd-party contributors assigned their copyright 
to him
