The problem here is that IR illumination is quoted as 10 meters. + 
problems of reflected IR from skylight window. My guess is the cameras 
your are looking at won't help you. You really need to get as high a 
resolution camera as possible  that works at as low a light as possible

Preferably 0.1 lux rather than 1 lux. Sacrifice colour if necessary.

Also consider something with a decent lens that can be changed and 
focused properly.

For a cheaper solution put up a big board that has a "smile your are on 
CCTV logo on it". Should solve problem.
