We have built Smartmessages, it does exactly what you are asking for.
Having created the template, the customer can add content through a
text editor, such as copy, graphics links (tracked) and styling.
One of the differences between us and many companies is our pricing
model, which charges a fix monthly amount based on the size of lists
and not the amount of emails sent.

Our company has built a web based application that does exactly this
we call it the Mailshot Manager.
Each client that uses it has their own 'template' put into their own
instance of the application - as part of the setup process
