We've been having a play with http://www.campaignmonitor.com/ which
certainly seems a good simple option if they aren't going to be dealing with
huge numbers

Our company has built a web based application that does exactly this

we call it the Mailshot Manager.

Each client that uses it has their own 'template' put into their own 
instance of the application - as part of the setup process
