Hello
We've got SmartBoards around campus and last time I checked the software
for Smartboard was free. The idea being that lecturers can download the
software at home/office and work on lectures without the need for the big
boards. The software is called Notebook

<http://www2.smarttech.com/st/en-US/Support/Downloads/default.htm>

It is restricted in some way when you are not connected to the SmartBoard
but I'm not sure how now as I've not used it in a while. It may not do what
you want unless you are connected to a smartboard but it had the feature of
being able to write over the windows desktop (mac and linux too)

I used to deal with a company called infacom who were quite helpful. I
think the person I worked with has left so can't give you name but they may
be good to talk to. although they will want to sell you the expensive bit.
The smart ideas concept mapping stuff was good on the smartboard too. It
had a worked with audio/video and other formats.
