With hack day, people have to get involved, so I think selecting  
people on ability and merit makes more sense than simply first past  
the post. Not sure how they are going to judge this, but I guess a  
mixture of peoples work, blogs and online profile.

With free events like BarCamp, there is usually 20% non attendance  
and probably another 30% drop out after the first day, so I think the  
organisers want to make sure that the people they invite are likely  
to attend and get involved.
