Yes, i experienced exactly the same problem about a year ago.

All Brighton and Hove taxis have a book containing the prices for out
of town fares. The taxi simply refuse to use it.

The cab journey should have been £24 but they were asking £40. In the
end we found a taxi for £30 which is still more than the rate in their
book.

I read that Taxis in Brighton are the 2nd most expensive in the UK.
