The deadline was to beat the price rise that ushers in the ID cards,
not the biometric RFID passports. I got my daughter a passport in
April, and that was RFID. I renewed mine in May, and it wasn't. It
depends on the issuing passport office whether you have a chip or not.

If you want a first passport from October, then it's interview and
rubber gloves time. The rest of us are spared that for a while yet.
