[BNM] Background file transfers

Does anyone know any way on Windows to have files transferred only when the
bandwidth isn't being used by something else?

I've got loads of offsite backup space and want to transfer enough data to
tie my machine up for a few days. It would be great to set this up so it
doesn't interfere with normal usage (i.e. reading Boing Boing)

I know Windows has this facility that it uses for Windows Update but do any
apps take advantage if this or anything similar?
