Nice Idea Tom.
I've only looked at it briefly, but here are my initial thoughts.
XHTML 1.0 Strict seems a little, um strict. There may very well be
cases when you would want to use HTML 4.01 strict or XHTML 1.0
transitional.
Specifying CSS1.0 seems next to useless. There is nothing wrong with
specifying that documents should be valid CSS2.1 as browser support
won't affect their validity.
I'd probably drop Opera 7.5 support and have a min of Opera 8. Better
still, I'd settle on the latest version of Opera as older versions
tend to be flaky and the users are generally quick to upgrade.
