DVD-RAM is a good, reliable rewritable format (well the caddy makes it feel tough), but the media is relatively expensive and the writing a little on the slow side.
In answer to your question about why you'd want a hard disk over DVD-RAM, the HDD would be faster, have a higher capacity and a much lower cost per GB.
