I think there are two main advantages to using paper wireframes over
on-screen 'interactive' wirerames.
Firstly, the client (and you, for that matter) can scribble on them.
Otherwise they can only comment by saying "you know that bit after
you've pressed the button... no, THAT button next to the menu. No,
the left-hand menu... " and so on.
Secondly, if your wireframes consists of many, many screens it's
quite possible that the client won't actually see them all. If
they're working through complex interactivity on-screen it's more
likely that they will follow their own user-path and miss out certain
scenarios, unless you give them extremely detailed instructions. And
clients aren't always that obedient! Paper ones give you an easy
method of sign-off.
