That really does depend by what you mean by public information, practically.
A meg a second streaming video is technically accessible by modem I presume,
and I suppose if you use some forwarding you can watch a UK only BBC stream
in the states. You can even play Quake 4 on a US server if you want to, but
I don't think it'll be much cop. I remember AOL blocking that webgame
planetarion for a while, for traffic reasons (allegedly). You definitely
can't watch the beebs multicast videos without being on the right ISP.
