In my experience, they are stunted by self-confessed idiocy. I did a fairly 
large project for them that generated enough paperwork to fill a small van, 
none of which was important in the slightest - no accounts, no timesheets, 
no technical info, no print-outs of essential email, no copies of binding 
agreements, no spec's - just endless iterations of scripts. This was 
delivered to a warehouse where "it will never be looked at, but we need to 
have it." They are never content with any form of progress when there is a 
fuss and bother to be had instead.

And does anyone remember Media Ark? A state-sponsored competitor for iTV 
contracts. Oh, how we loved the BBC...... w*nkers.....
