I don't believe the BBC has ever claimed to be a democratic
organisation. Unless ratings = voting. In fact the whole Reithian
ideal is more paternalistic/patronising (in the send of patronage,
rather than a pat on the head) than democratic.

To inform, educate, and entertain and all that.
And you can do that in an inclusive open manner without being democratic.
IMHO.

NB: that doesn't mean I want more strictly dance fever, or that I
think the corporation doesn't need a good shake-up...
