Something I don't get entirely though - if unplugging all the idle phone 
battery chargers in the country saves about as much as one nuke station 
makes, why don't they just make battery chargers that stop drawing 
current when... err... no current is being drawn?

It's been a while since I did any electronics. Can't be that difficult 
though. It's all wires and things isn't it? Diodes and so on.

Reverse avalaunce breakdown diodes. That's what you'd need. Probably.
