Its a D to A convertor inside the PC that generates Stereo Analogue out 
this is your sound card.

FM is analogue so there is no A to D conversion required. The usual FM 
solution uses the analogue signals to modulate (change) the frequency of 
the FM carrier.

If you want Digital (MP3) to Analogue (FM) without using your sound 
card(PC head phone output) then search for a USB FM transmitter. Not 
that I think the sound quality will be any better.
